Со 2 january 2023 r. the Law of the Republic of Belarus dated 18 july 2011 r. No. 300-З "On appeals of citizens and legal entities" (row. from 28.06.2022).

Law of the Republic of Belarus dated 18 july 2011 r. No. 300-З "On appeals of citizens and legal entities" (row. from 28.06.2022) establishes the submission of electronic applications to state bodies and other state organizations and the receipt of responses (notifications) на них посредством state unified (integrated) republican information system of accounting and processing of appeals of citizens and legal entities (system of registration and processing of appeals).

Доступ пользователей к системе учета и обработки обращений обеспечивается посредством сайта в глобальной компьютерной сети Интернет по адресу https://treatment.white (internet site).

Applicants in the system of registration and processing of applications:

• register by filling out the registration form
  on the website;
• submit emails and receive responses (notifications) on them;
• view the list of submitted electronic applications
  and the status of their consideration;
• send informational messages and requests for advice on the functioning of the system of accounting and processing of requests to the operator of the system for recording and processing requests.

Applicants (with the exception of persons, who are administrators of organizations or responsible persons) are registered in the system of registration and processing of requests by entering the following information about themselves into the registration form on the website:

• surname, given name, patronymic (if any), residence address (place of stay), cellular mobile subscriber number, email address - for an individual;
• payer account number, name, location address of the organization, as well as last name, given name, patronymic (if any), e-mail address and subscriber number of the cellular mobile telecommunications of the head or person, duly authorized to sign appeals - for a legal entity.

During registration, the applicant (except for the face, who is the administrator of the organization or responsible person):

• confirms the subscriber number of a cellular mobile telecommunication by entering a confirmation code, received in an SMS message to the specified number;
• confirms the email address by clicking on the link, received at the specified address;
• attaches a public key certificate belonging to him or a biometric document if it is used for identification and authentication in the system for registering and processing requests.

Upon completion of the registration of the applicant (except for the face, who is the administrator of the organization or responsible person) the system for recording and processing applications automatically forms the personal electronic account of the applicant.

Applicant (except for the face, who is the administrator of the organization or responsible person) for identification and authentication in the system of registration and processing of applications, applicants can use:

• login and password, formed by him during registration in the system of accounting and processing of requests;
• login and password, generated during the registration process in the national postal electronic system;
• its public key certificate or biometric document.

After the applicant has passed (except for the face, who is the administrator of the organization or responsible person) identification and authentication procedures, the system for accounting and processing requests authorizes it by providing the possibility of using functionality in the personal electronic account, available to the applicant.
