Extraordinary and priority medical care for patients

Out of turn in healthcare organizations are served:

– Disabled veterans of the Great Patriotic War and invalids of military operations on the territory of other states (point 12 articles 12 Law of the Republic of Belarus dated 17 april 1992 r. № 1594-XII «О ветеранах»).

The invalids of the Great Patriotic War and invalids of military operations on the territory of other states include:

  1. military personnel, including those retired (resign), who served in the military or were temporarily in military units, headquarters and institutions, who were part of the active army, partisans, underground workers, disabled due to injury, injuries, injury or disease, received during the years of the Civil or Great Patriotic War in the areas of hostilities.
  2. military personnel, disabled due to injury, injuries, injury or disease, received in the defense of the Fatherland or the performance of duties of military service in the states, where the fighting took place.
  3. Workers and employees, disabled due to injury, injuries, injury or disease, received in combat areas, on the frontline sections of the iron, highways, during the construction of defensive lines, naval bases, airfields, and equivalent in terms of pension provision to the military personnel of the military units of the army in accordance with special resolutions and orders of the Government of the USSR;
  4. Persons of the commanding and rank and file composition of the internal affairs bodies and state security bodies, disabled due to injury, injuries, injury or disease, received in the line of duty in combat areas.
  5. military personnel, including those retired (resign), persons of commanding and rank and file composition of internal affairs bodies and state security bodies, soldiers and commanders of the fighter battalions, platoons and detachments for the protection of the people, who took part in combat operations to combat enemy landings during the Great Patriotic War, as well as in combat operations to eliminate the nationalist underground on the territory of the Ukrainian SSR, Byelorussian SSR and the Baltic republics in the period from 1 january 1944 years to 31 December 1951 years and became disabled due to injury, injuries, injury or disease, received during these operations.
  6. Faces, involved by local authorities as part of special formations in the demining of territories and objects after the liberation from the German occupation in 1943-1945 and became disabled due to injury, injuries, injury or disease, received during this period when completing assignments.
  7. Employees, serving active military contingents in Afghanistan or other states and becoming disabled due to injury, injuries, injury or disease, received during the war(article 4 Закона Республики Беларусь от 17апреля 1992 r. № 1594-XII «О ветеранах»).

Veterans of the Great Patriotic War are persons, who took part in military operations to defend the Fatherland or in providing military units of the army in the areas of hostilities, as well as persons, awarded orders or medals of the USSR for selfless work and impeccable military service in the rear during the Great Patriotic War.
To veterans of the Great Patriotic War relate:

  1. Participants of the Great Patriotic War:

1.1. военнослужащие, including those retired (resign), who served in the military or were temporarily in military units, headquarters and institutions, who were part of the active army (fleet) during the Civil or Great Patriotic War, as well as during other military operations to defend the Fatherland, partisans and underground fighters of the civil or Great Patriotic War;
1.2. военнослужащие, including those retired (resign), persons of commanding and rank and file composition of internal affairs bodies and state security bodies, who served in the cities during the Great Patriotic War, participation in the defense of which is counted in the length of service for the appointment of a pension on preferential terms, established for military personnel of military units of the army;
1.3. лица вольнонаемного состава Советской Армии, Navy, troops and internal affairs bodies and state security bodies, who occupied full-time positions in military units during the Great Patriotic War, headquarters and institutions, who were part of the active army, or who were in this period in the cities, participation in the defense of which is counted in the length of service for the appointment of a pension on preferential terms, established for military personnel of military units of the army;
1.4. сотрудники разведки, counterintelligence and others, performing special tasks in the military units of the army, behind enemy lines or on the territory of other states during the Great Patriotic War;
1.5. работники специальных формирований Народного комиссариата путей сообщения, People's Commissariat for Communications, floating composition of fishing and transport vessels and flight crew of aviation of the People's Commissariat of the Fishing Industry of the USSR, sea ​​and river fleet, flight crew of aviation of the Main Directorate of the Northern Sea Route, transferred during the Great Patriotic War to the position of military personnel and performing tasks in the interests of the army (fleet) within the rear borders of the active fronts (operational zones of the fleets);
1.6. военнослужащие, including those retired (resign), persons of commanding and rank and file composition of internal affairs bodies and state security bodies, soldiers and commanders of the fighter battalions, platoons and detachments for the protection of the people, who took part in combat operations to combat enemy landings during the Great Patriotic War, as well as in combat operations to eliminate the nationalist underground on the territory of the Ukrainian SSR, Byelorussian SSR and the Baltic republics in the period from 1 january 1944 years to 31 December 1951 of the year;
1.7. faces, who took part in the hostilities against Nazi Germany and its allies as part of partisan detachments, underground groups during the Second World War on the territory of other states;

  1. Faces, awarded orders or medals of the USSR for selfless work and impeccable military service in the rear during the Great Patriotic War.
  2. Persons of the following categories:

3.1. работавшие на объектах противовоздушной обороны, local air defense, in the construction of fortifications, naval bases, airfields and other military installations within the rear borders of the active fronts, on the frontline sections of railways and highways;
3.2. члены экипажей судов транспортного флота, interned at the beginning of World War II in the ports of other states;
3.3. принимавшие участие в составе специальных формирований в разминировании территорий и объектов после освобождения от немецкой оккупации в 1943–1945 годах.

  1. Faces, employed in enterprises, in institutions and organizations of the city of Leningrad during the blockade from 8 september 1941 years to 27 january 1944 of the year and awarded the medal "For the Defense of Leningrad", and faces, awarded with the badge "Inhabitant of besieged Leningrad".

Periods of assignment of military units, headquarters and institutions to the composition of the army, as well as the list of cities and periods of their defense during the Great Patriotic War are approved by the Ministry of Defense of the Republic of Belarus.
Faces, convicted of treason, complicity with the Nazi invaders and their allies during the Great Patriotic War or for participation in the nationalist underground on the territory of the Ukrainian SSR, Byelorussian SSR and the Baltic republics in the period from 1 january 1944 years to 31 December 1951 years and subsequently not rehabilitated, Veterans of the Great Patriotic War are not recognized.

Donors, awarded with the badge of distinction of the Ministry of Health of the Republic of Belarus "Ganarov donar of the Republic of Belarus", as well as Donors, awarded with the badge of honor "Honorary Donor of the Republic of Belarus", badges "Honorary Donor of the USSR", "Honorary Donor of the Red Cross Society of the BSSR" (article 31[2]. Pregnant women (subparagraph 2.8.2.4. item 2.8.2. приказа комитета по здравоохранению Минского городского исполнительного комитета от 21 November 2005 r. № 681 «О принятии дополнительных мер по искоренению из системы здравоохранения равнодушного отношения к пациентам, needs and requests of citizens);
Primarily served:
Faces, unreasonably prosecuted, sentenced to imprisonment, expulsions, directions to special settlements, deported outside the republic in an administrative order, illegally placed by court decisions in a psychiatric hospital for compulsory treatment in connection with the initiation of criminal cases, and other persons, rehabilitated in accordance with applicable law, as well as children who suffered from political repression, who were with repressed parents (point 1.4. постановления Совета Министров Белорусской ССР от 29 December 1990 r. № 349 «О предоставлении льгот лицам, unreasonably repressed in the period of 20-80s and subsequently rehabilitated”);
Former prisoners of Nazi concentration camps, prisons, ghetto and former juvenile prisoners of other places of detention, created by the Nazis and their allies during the Second World War (point 10 part of the first article 24 Law of the Republic of Belarus dated 17 april 1992 r. № 1594-XII «О ветеранах»).

citizens, involved in the liquidation consequences of the disaster at the Chernobyl nuclear power plant in 1988–1989 in the evacuation zone (alienation), in 1986-1987 - in the zone of priority resettlement or the zone of subsequent resettlement, and participants in the liquidation of other radiation accidents (subparagraph 1.4. item 1. articles 20 Law of the Republic of Belarus dated 6 january 2009 r. № 9-З «О социальной защите граждан, affected by the disaster at the Chernobyl nuclear power plant, other radiation accidents").
Hearing impaired, accompanied by sign language interpreters, having the appropriate certificate (letter from the Ministry of Health of the Republic of Belarus dated 09.09.2002 №04-7/5026);
Health workers, including former healthcare workers, retired (point 10.4. Chapters 3 Agreements between the Health Committee of the Minsk City Executive Committee and the Minsk City Organization of the Belarusian Trade Union of Health Workers for 2016-2018 the years).
